Start with three separate facts
Living in Kuwait tells you where you are preparing. It does not determine which nursing board can license you. Write down where you completed your initial nursing education, every place you have held nursing registration, and where you want to practise next.
You worked in both government and private facilities in Kuwait. Start with the licence records and their issuing departments. An employer’s experience letter and MOH registration verification answer different questions.
A regulator is the organisation that decides who may practise nursing in its jurisdiction. Credential assessment checks education documents. NCLEX is an examination. An assessment report or exam pass is one part of the process, not the final licence.

If your destination is the United States
Choose the state where you intend to apply and read that board’s internationally educated applicant instructions. Confirm its education assessment, registration verification, language evidence, identification and Social Security Number requirements at each stage. There is no single application checklist that applies to every US state.
TruMerit, formerly CGFNS, offers different services. Buy only the exact service the board requests; an education evaluation, a certification programme and VisaScreen have different purposes. A licence or work history in a GCC country does not automatically remove the board’s education requirements.

If your destination is Canada
Choose a province or territory first. Its nursing regulator sets the accepted education assessment, competence, language and registration requirements. Do not assume NNAS is mandatory everywhere, or that one assessment automatically covers every province.
For example, Ontario’s CNO publishes several approved education assessment providers. That is an Ontario rule, not a countrywide promise. Use the current province page before paying for a report. NCLEX-RN preparation and the regulator’s complete registration process should run as connected but separate tasks.

If your destination is Australia
Use NMBA and Ahpra guidance to identify the route that fits your qualification and registration history. Where an outcomes-based assessment pathway applies, NCLEX-RN can be part of that assessment; other assessment and registration requirements can still remain.
Australia also has a registration standard for eligible internationally qualified RNs. Do not assume that Gulf employment or an NCLEX pass alone qualifies you for that route. Read the actual eligibility criteria before selecting an exam-based plan.

Where your Kuwait record fits
Kuwait Government Online lists separate MOH nursing-licence services for the government and private sectors. Use your own licence record to identify the responsible department. These are Kuwait practice-licence services; they are not applications for permission to take NCLEX.
Keep a requirements sheet with the exact document name, issuing organisation, delivery method, expiry or freshness rule, fee and request reference. If the instructions are unclear, ask the receiving regulator before paying. Local nursing licensing and an overseas NCLEX application are separate processes.
