New York NCLEX Application from Nigeria: NYSED Pathway Guide
Official sources checked September 22, 2026.
Quick answer
Nigerian-educated RN applicants should review NYSED’s foreign-nursing-school pathway. New York describes a TruMerit CVS route and a direct-document alternative; NYSED makes the education decision. Its licence and first-registration fee is currently US$143, separate from Pearson and other costs.

Read Pathway 5 against your own history
NYSED’s foreign-school pathway covers required infection-control and child-abuse coursework or qualifying exemptions, the application and verification of foreign credentials. Prior nursing licences in other jurisdictions can add verification steps. Use the current pathway rather than a domestic-school checklist, and retain the application reference for school and authority correspondence.
Two routes do not mean two reports to buy
The CVS option gathers foreign credentials for NYSED. The direct route uses the foreign-education form and records from the school, with foreign-licensure verification when applicable. Check current Form 2F and Form 3F instructions through NYSED. Before paying twice, establish which route you are using and who is sending each item. Choosing the direct route does not remove NYSED’s review.
Manage the hand-offs
Create a short tracker for coursework, application, school records, NMCN verification and examination registration. Record when each recipient acknowledges the evidence. If a requirement remains outstanding, ask what exactly is missing rather than treating a Pearson receipt as proof that NYSED has approved you. Keep your study plan running while documents are reviewed.
Plan your next steps
- Read current RN Pathway 5.
- Check coursework or exemption requirements.
- Submit the application and current fee.
- Arrange the selected credential route and licence verifications.
- Complete Pearson registration and wait for eligibility/ATT.
Common mistakes to avoid
- Buying a generic CES report without checking the New York route.
- Assuming the application fee includes NCLEX.
Milestones can overlap; your regulator sets the requirements.
