Use a three-stage requirements sheet

Create columns for examination eligibility, licence issuance and any later immigration screening. Record who decides each requirement and which document proves completion. This prevents buying an English test merely because someone else needed it for a different state or stage. If requirements differ, an acceptance decision by one organisation does not automatically bind another.

Choose the test after checking accepted evidence
