NYSED publishes different RN application instructions for New York graduates, other-U.S. graduates, previously licensed nurses and foreign nursing-school graduates. The relevant pathway determines education and licence-verification steps.
New York requires infection-control and child-abuse identification/reporting coursework from approved providers, unless an exemption applies. NYSED also explains the nursing-degree requirements and applicable exemptions. Read the current rules for your circumstances rather than assuming a single degree rule fits every applicant.

Foreign education: direct records or New York verification service
Pathway 5 describes two routes: TruMerit’s Credential Verification Service for New York State, or required school records sent directly using NYSED forms. Foreign licence verification is required where applicable. The regulator assesses the record after it receives the appropriate evidence.
These options do not mean every report from every company is interchangeable. Use the specified report, forms, sender and recipient. Arrange an acceptable translation if your transcript is not English. VisaScreen is a different service for relevant immigration screening purposes.

Examination and practising authority
If you have not passed NCLEX-RN, register with Pearson as instructed and wait for NYSED eligibility review and an ATT before scheduling. A prior U.S. licence or exam result changes the applicable verification tasks; it does not mean every requirement disappears.
